Under the supervision of the Family Services Director, the Bilingual Cultural Competence & Health Literacy Operations Specialist, will work with a wide range of internal and external stakeholders and providers to deliver consultation, technical support, and training in the areas of cultural competence and health literacy.

Essential Functions:

  • The Bilingual CCHL Operations Specialist will support FLPPS' partner organizations through the adaptation and implementation process of the Cultural Competence and Health Literacy initiative.
  • Convene and manage work groups/meetings with partner organizations.
  • Facilitate and support the creation, execution and operationalization of CCHL Committees with FLPPS' partner organizations.
  • Support the development of partner organization's CCHL strategic plans and work plans.
  • Manage and support the development of deliverables as outlined in the CCHL strategic plans and work plans.
  • Give support for further development in cultural competence and health literacy, realizing transformational change where CCHL is a standard business practice.
  • Build and manage relationships with partner organizations.
  • Work closely with and lead this initiative with stakeholders of all levels.
  • Introduce new concepts and lead groups through transformative change.
  • Participates in community activities and committees working on cultural competence and health literacy.
  • Advocates for system changes on issues of cultural competence and health literacy that affect the community.
  • Prepares progress reports as required.
  • All other reasonably related duties as assigned.



The employee exercises considerable initiative and independence in making decisions. The employee must set priorities of the tasks to be accomplished to insure cultural competence and health literacy policies and procedures compliance.



  • Bachelor's degree in healthcare, human services, education or related field, or equivalent combination of education and applicable work experience.
  • Intermediate to Advance computer skills: Word, Excel, PowerPoint.
  • Demonstrated expertise in the areas of cultural and linguistic competence, health literacy, and healthcare disparities, with a commitment to and passion for ongoing learning in this field.
  • Skilled in reading the audience, and if need be, adjust the message so that it will be heard and absorbed.
  • Comfortable initiating and participating in difficult discussions, researching and distilling information and helping partners on the cultural competence continuum.
  • Working knowledge of public health, behavioral health, and human services systems.
  • Has an understanding of the evolving healthcare environment, including anticipated changes in performance measures and reimbursement is highly desirable.
  • Strong interpersonal skills, including the ability to work effectively across service areas and departments and with a diverse array of customers. The ability to build trust is essential to this position.
  • Excellent customer service skills, including the ability to anticipate and assess needs, troubleshoot problems, develop solutions, and manage expectations.
  • Solid presentation skills comfortable presenting to large and small audiences and facilitating training and workshops with stakeholders of all levels.
  • Strong influential skills, with the ability to deliver implementation recommendations as well as execute implementation recommendations as required by the customer.
  • Able to work individually with limited guidance, as well as collaborate with other team members on larger scale projects.
  • Bilingual in English and Spanish.
  • Valid N.Y.S. drivers license.
  • A combination of training and experience other than the specified, if judged to be adequate for the job, may be considered.

Physical Demands:

The position does require occasional standing, squatting, lifting of up to approximately 10 lbs. and frequent sitting.
